SENATE JOINT RESOLUTION NO. 164

Recognizing the important contributions of philanthropy and private foundations and encouraging the formation and creation of these entities in the Commonwealth of Virginia.

WHEREAS, according to the National Center on Charitable Statistics, there are currently over 28,000 foundations and charities registered in the Commonwealth of Virginia; and

WHEREAS, these entities work to feed the hungry, shelter the cold, promote education and research, promote the arts, and make many other contributions to the rich culture of the Commonwealth of Virginia; and

WHEREAS, Virginia's 26,000 charities received over $615 million from foundations in 2007 according to the Foundation Center; and

WHEREAS, the Commonwealth of Virginia seeks to promote and protect the important works of philanthropic individuals and entities and encourage the formation and creation of such entities; and

WHEREAS, according to the Congressional Research Service, 70 percent of foundations limit their charitable giving to their own city, state, or region; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the important contributions of philanthropy and private foundations be recognized and to encourage the formation and creation of these entities in the Commonwealth. The General Assembly is encouraged to promote laws and policies to create philanthropic entities, to protect the vital work done by organizations and individuals, and to recognize the generosity of private citizens in the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the Senate transmit a copy of this resolution to the Alliance for Charitable Reform so that they may be apprised of the sense of the General Assembly in this matter.
