Delegate Holstein moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
S. B. 766 -- “A Bill to amend and reenact §17-4-8 and §31-2A-2 of the Code of West Virginia, 1931, as amended, relating to use of state road for rail crossing; requiring cooperation between the rail company and the Division of Highways when construction or maintenance activities are conducted by the company; providing the Commissioner of Highways and all Class I, II, and III railroads shall enter a mutually agreeable memorandum of understanding with each operating railway company detailing a process to coordinate road closures with the Department as a matter of public health, and to insure the safety of the train crew and other railroad employees, and minimize disruption of such closures; and, relating to prohibiting a railroad company from utilizing a crossing during a parade or sanctioned celebration.”
