The purpose of this bill is to reestablish the Division of Culture and History as the Department of Arts, Culture and History, which shall be a separate independent agency within the Executive Branch. The Commissioner of Culture and History will become the Curator of Arts, Culture and History. The Curator reports directly to the Governor and represents the department as a full participating member in meeting of the cabinet secretaries convened by the Governor. Also, the Library Commission and Educational Broadcast Authority are to be organized within the department for administrative support.
