Summary

The purpose of this bill is to authorize an exemption from standardized testing for children receiving an exemption from compulsory school attendance who attend church school. The actual intent of the bill is to provide an exemption for Amish children, but due to Constitutional concerns, Amish children are not specifically singled out for the exemption, and other religious groups could also theoretically apply for and be granted the exemption. The draft cites the United States Supreme Court decision of Wisconsin v. Yoder as precedent for the exemption. This court case involved a successful Amish challenge to Wisconsin law providing for compulsory school attendance.
