Summary

The purpose of this bill is to create an exception in the right of a member of the Legislature or a legislative body when a party to a judicial proceeding relating to legislative actions, and delay of the legal proceeding will prevent the judiciary from fulfilling its constitutional duty to assure fair and timely administration of justice.
