The purpose of this bill is to provide that it is not intended that multicounty regional educational service agencies provide services that would displace positions and duties performed by the county board of education professional or service employees. The bill provides that county boards of education may not be required to utilize regional services. The bill also authorizes the employment of certified bus trainers to train prospective candidates for school bus operator certification.
