Summary

The purpose of this bill is to decriminalize and permit personal use, growth and possession of certain amounts of marihuana by persons over the age of twenty-one under certain circumstances; to remove marihuana from the list of schedule I drugs; to create a tax stamp for eligible persons to purchase to allow for possession of up to two ounces or marihuana; to provide method for distribution of stamps; to decriminalize first offense distribution of under 30 grams of marihuana; to establish news criminal penalties for marihuana possession and sale; and to provide for a medical exemption to criminal laws against marihuana use or possession.
