Summary
The purpose of this bill is to provide for the development of a plan by the Insurance Commissioner to provide workers' compensation coverage to employers who are unable to procure coverage in the voluntary market and to include workers' compensation insurance under the Guaranty Association Act in order to provide a means of paying claims when an workers' compensation insurer becomes insolvent.
