HOUSE CONCURRENT RESOLUTION NO. 12

Requesting that the portion of U.S. Route 220 from the city limits sign of Franklin to Virginia border in Pendleton County, West Virginia, be named the “Pendleton County Confederate Veterans Memorial Highway”.
Whereas, Many citizens of Pendleton County served in the Army of Northern Virginia of the Confederate States Army during the Civil War; and
Whereas, During the first half of the Civil War Pendleton County was part of Virginia and those who served, either by choice or conscription, saw their first loyalty being to their home state; and
Whereas, During those turbulent times Pendleton County’s allegiance was strongly divided with the southeastern portion of the county predominately supported the Confederacy and the northwest portion of the county predominately supported the Union; and
Whereas, Those Pendleton County veterans who served and died on behalf of the Union Army are also being recognized and commemorated in a separate resolution;
Whereas, It is fitting that an enduring memorial be established to acknowledge and commemorate the loyalty those Pendleton County veterans who served in the Confederate States Army, many of whom died, demonstrated during those trying times; therefore, be it
Resolved by the Legislature of West Virginia:
That the Division of Highways is hereby requested to name that the portion of U.S. Route 220 from the city limits sign of Franklin to the Virginia border in Pendleton County, West Virginia the “Pendleton County Confederate Veterans Memorial Highway”; and, be it
Further Resolved, That the Commissioner of the Division of Highways is hereby requested to erect a sign at the Franklin city limits heading south on U.S. Route 220 and another sign when entering Pendleton County from Virginia on U.S. Route 220 containing bold and prominent letters proclaiming the highway the “Pendleton County Confederate Veterans Memorial Highway”; and, be it
Further Resolved, That the Clerk of the House of Delegates forward a certified copy of this resolution to the Commissioner of the Division of Highways and Gene McConnell, President of the Pendleton County Commission.
