BILL NUMBER: AB 1244 AMENDED BILL TEXT AMENDED IN ASSEMBLY JANUARY 5, 2010 INTRODUCED BY Assembly Member Block FEBRUARY 27, 2009An act relating to reentry.An act to add Section 3007.5 to the Penal Code, relating to parolees. Existing law authorizes the Department of Motor Vehicles to require a person applying for a driver's license or an identification card to provide any identification that it determines is necessary to ensure the identity of the applicant. This bill would require the Department of Corrections and Rehabilitation to provide an offender with a Parolee Identification Card and would require the Department of Motor Vehicles to honor that card as a valid source of identification for the purposes of applying for a driver's license or an identification card. The bill would authorize the above-referenced departments to jointly adopt rules and enter into interagency agreements necessary to establish the identities of offenders for the purposes of assisting offenders in obtaining a driver's license or identification card immediately upon the offender's release.Existing law requires the Department of Corrections and Rehabilitation to provide various education, drug treatment, and skills training to inmates and parolees. Existing law requires the establishment of a Reentry Advisory Committee to advise the secretary on all matters related to the successful statewide planning, implementation, and outcomes of all reentry programs and services provided by the department.This bill would declare the intent of the Legislature to enact legislation that would promote the reentry of former offenders into society by ensuring that they have basic skills.Vote: majority. Appropriation: no. Fiscal committee:noyes . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 3007.5 is added to the Penal Code , to read: 3007.5. (a) The Department of Motor Vehicles and the Department of Corrections and Rehabilitation shall jointly adopt rules and enter into interagency agreements necessary to establish the identity of an offender for the purpose of assisting the offender in obtaining a driver's license or identification card immediately upon the offender' s release from an institution of the Department of Corrections and Rehabilitation. (b) The Department of Corrections and Rehabilitation may provide an offender a Parolee Identification Card that shall be honored by the Department of Motor Vehicles as a valid source of identification for the purposes of applying for a driver's license or an identification card.SECTION 1.It is the intent of the Legislature to enact legislation that would promote the reentry of former offenders into society by ensuring that they have basic skills.
