   An act relating to community safety and  policing: study.

   AB 1289, as amended, Cooper. Community safety and policing: study.

   Existing law establishes the  Legislative Analyst's Office
(LAO) in state government   Commission on Peace Officer
Standards and Training in the Department of Justice  and
requires the  LAO   commission  to 
perform various duties with regard to the analysis, impacts, and
expected costs of proposed legislation.   adopt rules
establishing minimum standards   regarding the recruitment
of peace officers. Existing law also requires the commission to
develop guidelines and implement courses of instruction regarding
racial profiling, handling domestic violence, hate crimes, and human
trafficking, among others. 
   This bill would require the  Legislative Analyst's Office
  commission  to conduct a study of community
policing and engagement programs, efforts, strategies, and policies
in the state, and to report its findings with regard to the study to
the Legislature by December 31, 2017.
   Vote: majority. Appropriation: no. Fiscal committee:  no

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  (a) The  Legislative Analyst's Office (LAO)
  Commission on Peace Officer Standards and Training
 shall conduct a study to determine the effectiveness of
community policing and engagement programs, efforts, strategies, and
policies in the state, including, but not limited to, police
activities leagues, neighborhood watch, and integrated policing. The
 LAO   Commission on Peace Officer  
Standards and Training  shall report its findings with regard to
the study to the Legislature by December 31, 2017.
   (b) The report required to be submitted pursuant to subdivision
(a) shall be submitted in compliance with Section 9795 of the
Government Code.
