The people of the State of California do enact as follows:
SECTION 1.
Section 25229 is added to the Public Resources Code, to read:25229.
(a) The commission shall organize a working group with the Public Utilities Commission, the Department of Community Services and Development, the State Department of Social Services, energy utilities, third-party administrators, and representatives of community-based organizations or other entities involved in outreach or implementation of the various state and state-supervised programs to promote energy efficiency, including weatherization, programs to promote utilization of renewable energy resources, and rate assistance programs that are targeted toward low-income consumers and disadvantaged communities. If the commission determines that any additional state entity administers or supervises programs to promote energy efficiency, promote utilization of renewable energy resources, or provide rate assistance that is targeted toward low-income consumers and disadvantaged communities, the commission shall invite that entity to participate in the working group. The commission shall be the lead agency in organizing the working group and scheduling meetings of the working group.SECTION 1.SEC. 2.

(b)The commission, Public Utilities Commission, Department of Community Services and Development, State Department of Social Services, energy utilities, and third-party administrators shall collaborate with community partnerships to develop and implement the comprehensive and coordinated outreach, education, and delivery of all their programs to promote energy efficiency, including weatherization, programs to promote utilization of renewable energy resources, and rate assistance programs that are targeted toward low-income consumers and disadvantaged communities. If the commission determines that any additional state entity administers or supervises programs to promote energy efficiency, promote utilization of renewable energy resources, or provide rate assistance that are targeted toward low-income consumers
and disadvantaged communities, the commission shall collaborate with that entity and include that entity in the comprehensive and coordinated program developed and implemented pursuant to this section. The commission shall be the lead agency in developing the comprehensive and coordinated program developed and implemented pursuant to this section. The commission shall consult with the Low-Income Oversight Board in developing the comprehensive and coordinated program developed and implemented pursuant to this section.

(e)The commission, in consultation with the Public Utilities Commission, Department of Community Services and Development, and State Department of Social Services shall develop common metrics for measuring the effectiveness of their respective programs to promote energy efficiency, promote utilization of renewable
energy resources, or promote energy rate affordability that are targeted toward low-income consumers and disadvantaged communities. If the commission determines that any other state entity administers or supervises programs to promote energy efficiency, promote utilization of renewable energy resources, or provide rate assistance that are targeted toward low-income consumers and disadvantaged communities, the commission shall include that entity in the development of metrics pursuant to this subdivision. The Public Utilities Commission, Department of Community Services and Development, and State Department of Social Services shall annually report to the commission on the performance of their respective programs based upon the metrics developed and the commission shall include a summary of those reports in the integrated energy policy report prepared pursuant to Section 25302.
