An act to add and repeal Section 456.5 of the Fish and Game Code, relating to wildlife.

Wildlife: deer: Santa Catalina Island. Island: report.
Existing law vests the Department of Fish and Wildlife with jurisdiction over the conservation, protection, and management of fish, wildlife, native plants, and habitats necessary for biologically sustainable populations of those species. Existing law designates the department as the trustee for fish and wildlife resources. Existing law requires the department to biennially report, with specified information, to the Legislature and to the Fish and Game Commission on the progress that is being made toward the restoration and maintenance of California’s deer herds.
This bill would require the department to develop, by January 1, 2022, a
report, in consultation with other relevant state agencies, local governments, federal agencies, nongovernmental organizations, landowners, and scientific entities, to inform and coordinate management decisions regarding deer on Santa Catalina Island that includes, among other things, estimates of the historic, current, and future deer population on the island and an assessment of the overall health of the deer population on the island.
The bill would repeal these provisions on January 1,2024.
This bill would state the intent of the Legislature to address the condition of wildlife on Catalina Island.

The people of the State of California do enact as follows:
SECTION 1.
Section 456.5 is added to the Fish and Game Code, to read:456.5.
(a) The department, in consultation with other relevant state agencies, local governments, federal agencies, nongovernmental organizations, landowners, and scientific entities, shall develop a report to inform and coordinate management decisions regarding deer on Santa Catalina Island. This report shall be submitted to the Legislature, in compliance with Section 9795 of the Government Code, by January 1, 2022, and shall include all of the following:(1) Estimates of the historic, current, and future deer population on Santa Catalina Island.
(2) An assessment of the overall health of the deer population on Santa Catalina Island.
(3) An assessment of the impacts of the deer population on native and nonnative plant and animal species on Santa Catalina Island.
(4) A wildlife management plan recommended by the department that will help ensure maintenance of the deer population on Santa Catalina Island at an appropriate level that takes into account the unique challenges presented by the island’s geography.
(5) Any local government, state policy, or legislative changes necessary to implement the recommended wildlife management plan.
(b) This section shall remain in effect only until January 1, 2024, and as of that date is repealed.
It is the intent of the Legislature to enact subsequent legislation that would address the condition of wildlife on Catalina Island.
