   An act to add Section 60605.5 to the Education Code, relating to
pupil instruction.

   AB 2290, as amended, Santiago. Pupil instruction: world languages:
revision of content standards.
   Existing law requires the State Board of Education, on or before
June 1, 2009, to adopt content standards for teaching foreign
languages in kindergarten and grades 1 to 12, inclusive, pursuant to
recommendations developed by the Superintendent of Public
Instruction.
   This bill would  authorize   require 
the  Superintendent   Superintendent, in
consultation with the Instructional Quality Commission,  to
recommend revisions to the World Language Content Standards for
California Public Schools, adopted pursuant to the above requirement,
to the state board and  to present those recommended revisions
to the state board by a specified date. The bill would require the
Superintendent, in consultation with the Instructional Quality
Commission and the state board, to select a group of experts, as
specified, to assist the Superintendent in developing the recommended
revisions, and would require the recommended revisions to be based
on the work of this group of experts. The bill would also require the
Superintendent, before presenting his or her recommended revisions
to the state board, to hold a minimum of 2 publ   ic
hearings in order for the public to provide input on the recommended
revisions. The bill  would require the state  board

modify the  recommendations on or before January 31, 2019.

adopt, reject, or modify the recommendations at a subsequent public
meeting. The bill would require the Instructional Quality Commission,
by July 31, 2020, to ensure that these adopted recommendations are
incorporated into the corresponding World Language Curriculum
Framework and inform the evaluation criteria for purposes of adopting
world language instructional materials.   board to take

authorize the state board to adopt instructional materials for
kindergarten and grades 1 to 8, inclusive, that are aligned to those
standards.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 60605.5 is added to the Education Code, to
read:
   60605.5.  (a)  (1)     The

2009 pursuant to Section 60605.3.  On or before January 31,

in writing, to the Governor and the Legislature the reasons for
modifying the recommended revised content standards.  
   (2) These recommended revisions shall be based on the work of the
group of experts convened pursuant to subdivision (b).  
   (3) On or before January 31, 2019, the Superintendent, in
consultation with the Instructional Quality Commission, shall present
his or her recommended revisions to the state board. 
   (b) In consultation with the  Instructional Quality Commission
and the  state board, the Superintendent shall select a group
of experts in this subject area  for purposes of assisting
  to assist  the Superintendent in developing
 recommendations   recommended revisions

   (c) (1)  The Superintendent   Before

consultation with the Instructional Quality Commission,  shall
hold a minimum of two public hearings in order for the public to
provide input on the  revisions recommended pursuant to this

recommendations at a subsequent public meeting.

   (2) The public hearings and meetings required by this subdivision
shall be held pursuant to the Bagley-Keene Open Meeting Act (Article
9 (commencing with Section 11120) of Chapter 1 of Part 1 of Division
3 of Title 2 of the Government Code). 
   (d) When the World Language Content Standards for California
Public Schools are adopted pursuant to subdivision (a), the
Instructional Quality Commission shall ensure that the adopted World
Language Content Standards are incorporated into the corresponding
World Language Curriculum Framework and inform the evaluation
criteria for purposes of adopting world language instructional
materials by no later than July 31, 2020.  
   (d) (1) On or before March 31, 2019, the state board shall adopt,
reject, or modify the recommended revisions.  
   (2) If the state board modifies the recommended revisions, it
shall do both of the following:  
   (A) It shall explain, in writing, to the Governor and the
Legislature the reasons for those modifications.  
   (B) It shall, in a meeting conducted pursuant to the Bagley-Keene
Open Meeting Act (Article 9 (commencing with Section 11120) of
Chapter 1 of Part 1 of Division 3 of Title 2 of the Government Code),
provide written reasons for its modifications. The state board shall
not adopt its modified revisions at the same meeting it provides its
written reasons, but, instead, shall adopt these modified revisions
at a subsequent meeting conducted on or before May 31, 2019. 

   (3) If the state board rejects the recommended revisions, the
state board shall transmit to the Superintendent, the Governor, and
the appropriate policy and fiscal committees of the Legislature a
detailed written explanation of its reasons for rejecting the
recommended revisions.  
   (e) If the state board adopts revisions to the World Language
Content Standards pursuant to paragraph (1) of subdivision (d) or
subparagraph (B) of paragraph (2) of subdivision (d), the state board
shall consider adopting curriculum framework and evaluation criteria
for instructional materials that are aligned to the revised World
Language Content Standards on or before September 30, 2020, based on
any recommendations the Instructional Quality Commission may make.
 
   (f) If the state board adopts revisions to the World Language
Content Standards pursuant to paragraph (1) of subdivision (d) or
subparagraph (B) of paragraph (2) of subdivision (d), the state board
may adopt instructional materials for kindergarten and grades 1 to
8, inclusive, that are aligned to the revised World Language Content
Standards on or before January 31, 2022, based on any recommendations
the Instructional Quality Commission may make.
