   An act to add Chapter 6.1 (commencing with Section 13710) to Part
3 of Division 9 of the Welfare and Institutions Code, relating to
homeless persons.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 683, as amended, Ammiano.  Homelessness.  
Homelessness: housing status data. 
   Under existing law, various agencies administer programs for the
support of homeless persons. 
   This bill would require the Employment Development Department, the
State Department of Health Care Services, and the State Department
of Social Services to inquire in both paper applications and
electronic applications, as prescribed, into the housing status of
persons who apply for specified benefits to determine whether or not
an applicant has stable housing, is at risk of homelessness, or is
experiencing homelessness. This bill would require those departments
only to implement those provisions when there is another reason to
revise the specified applications.  
   This bill would require the Department of Housing and Community
Development to create a state homeless integrated data warehouse to
compile prescribed data from collaborative agencies' Homeless
Management Information Systems for the purpose of developing a
composite portrayal of the homeless population in the state, as well
as the services currently provided to people who are homeless. The
bill would also require the department to cooperate and collaborate
with other specified agencies, as necessary, to create an integrated
data warehouse comprised of specified information on the homeless
population, the services provided to them, and the annual costs of
those services and would require participating agencies to submit
data at least quarterly. The bill would require the department to
facilitate the creation of a users' group to ensure quality,
relevance, and appropriate access to integrated data, as specified.
Implementation of the bill would be contingent upon sufficient
federal and private funds being received to create the homeless
integrated data warehouse.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    I   t   is t 
 he intent of the Legislature to gather accurate, consistent data
about Californians who lack housing stability, and how these persons
use social services. It is further the intent of the Legislature to
use this data to understand and address the needs of Californians who
lack housing stability. 
   SECTION 1.   SEC. 2.   Chapter 6.1
(commencing with Section 13710) is added to Part 3 of Division 9 of
the Welfare and Institutions Code, to read:
      CHAPTER 6.1.   HOMELESS INTEGRATED  
HOUSING  DATA  WAREHOUSE 


   13710.  (a) The Department of Housing and Community Development
shall do all of the following:
   (1) Create a state homeless integrated data warehouse, in
accordance with Strategy 1.2 of California's Ten Year Chronic
Homelessness Action Plan, to compile data from collaborative agencies'
Homeless Management Information Systems. This data warehouse shall
serve the purpose of developing a composite portrayal of the homeless
population in the state, as well as the services currently provided
to people who are homeless or who are at risk of becoming homeless
and who are receiving prevention services. Information compiled shall
include, but not be limited to, all of the following:
   (A) Basic demographic information about people experiencing
homelessness or who are at risk of homelessness.
   (B) If available, demographic information should include ethnic
and racial identity and information based on sexual orientation,
gender identity, and gender expression.
   (C) The number of individuals with disabilities and the number of
families with a head of household experiencing a disability who have
been homeless for at least one year or at least four times in the
last three years.
   (D) Homeless individuals' access to benefits.
   (E) The number of individuals and families experiencing
homelessness.
   (F) The number and entry and exit dates of individuals and
families living in emergency housing.
   (G) The number and entry and exit dates of homeless individuals
and families living in transitional housing.
   (H) The number and entry and exit dates of homeless individuals
and families living in permanent housing.
   (I) Last known location or ZIP-code when housed.
   (J) Stated reasons for homelessness.
   (K) Disability status of people experiencing homelessness.
   (L) Veteran status of people experiencing homelessness.
   (M) If available, the number of unaccompanied youth experiencing
homelessness.
   (2) Cooperate and collaborate with each of the following state
agencies, as necessary, to draft and carry out a strategy to create
an integrated data warehouse comprised of information from the
Department of Corrections and Rehabilitation, the State Department of
Health Care Services, the State Department of Mental Health, the
State Department of Social Services, the Department of Veterans
Affairs, and the State Department of Alcohol and Drug Programs, to
provide longitudinal, cost-based studies to determine all of the
following information:
   (A) The number of people imprisoned each year who were homeless
upon arrest and the costs of their imprisonment.
   (B) The number of parolees experiencing homelessness each year and
the costs of their parole.
   (C) Claims for Medi-Cal emergency department, hospital, and
nursing home services among people experiencing homelessness, and the
costs of those claims each year.
   (D) The number of children receiving foster care services whose
family members are homeless and the costs of the foster care provided
to those children each year.
   (E) Relevant information regarding the number of people who are
homeless receiving services, the costs of those services, and
outcomes of those services through the State Department of Mental
Health, State Department of Social Services, Department of Veterans
Affairs, and State Department of Alcohol and Drug Programs.
   (F) The number of people living in housing funded through programs
administered by the Department of Housing and Community Development
who were homeless upon admission.
   (3) Facilitate the creation of a users' group to ensure quality,
relevance, and appropriate access to integrated data. This group
should include, but not be limited to, a minimum of five and a
maximum of 15 select members of contributing Continua of
Care/Collaborative Applicants.
   (b) The data warehouse shall meet the requirements of the United
States Department of Housing and Urban Development's Homeless
Management Information System Technical Standards in protecting
privacy.
   (c) After the creation of a data warehouse that includes data from
the agencies identified in subdivision (a), participating agencies
shall input data at least every quarter.
   (d) Local agencies providing services to homeless persons that use
a Homeless Management Information System are encouraged to
collaborate with the Department of Housing and Community Development
in developing the data warehouse pursuant to this chapter.
   (e) This section shall be implemented only when sufficient federal
and private funds have been received to create the homeless
integrated data warehouse.  
   13710.  (a) The following departments shall inquire, pursuant to
subdivision (b), into the housing status of persons who apply for the
following benefits to determine whether or not an applicant has
stable housing, is at risk of homelessness, or is experiencing
homelessness.
   (1) The Employment Development Department shall inquire into the
housing status of persons who apply for unemployment insurance
benefits.
   (2) The State Department of Health Care Services shall inquire
into the housing status of persons who apply for Medi-Cal benefits.
   (3) The State Department of Social Services shall inquire into the
housing status of persons who apply for California Work Opportunity
and Responsibility to Kids (CalWORKs) benefits and CalFresh.
   (b) Both paper and electronic application forms for the benefits
specified in subdivision (a) shall include the following questions,
and the following answers that an applicant may select, to determine
each applicant's housing status:
   (1) Do you own or rent housing, or if you do not own or rent, do
you have a permanent place to live?
   (A) Own.
   (B) Rent.
   (C) Have a permanent place to live.
   (D) Do not have a permanent place to live.
   (2) If you do not have a permanent place to live, where are you
currently staying?
   (A) With a friend or family member.
   (B) At a transitional living facility.
   (C) At a shelter or church.
   (D) In a car.
   (E) At a migrant camp.
   (F) In a place not intended for habitation (for example, a bus
depot or train station).
   (G) On the streets.
   (H) Other.
   (3) If you do not have a permanent place to live, how long have
you not had a permanent place to live?
   (A) Less than one year.
   (B) Over one year.
   (C) Off and on for two or three years.
   (D) Off and on for three or more years.
   (c) Each department identified in subdivision (a) shall implement
this section only when there is another reason to revise an
application for benefits.
