   An act to repeal Section 30310.5 of the Public Resources Code,
relating to coastal resources.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1096, as introduced, Jackson. California Coastal Commission:
appointments.
   The California Coastal Act of 1976 establishes the California
Coastal Commission, and prescribes the membership and functions and
duties of the commission. The act provides that the appointment, as a
public member, to the commission of any person who is not a locally
elected official is not precluded by the act or any other law,
including any doctrine of common law.
   This bill would repeal that provision.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 30310.5 of the Public Resources Code is
repealed. 
   30310.5.  No provision of this division or any other law,
including any doctrine of common law, shall preclude or prevent the
appointment, as a public member, to the commission of any person who
is not a locally elected official.
