   An act to add Section 60200.8 to the Education Code, relating to
instructional materials, and declaring the urgency thereof, to take
effect immediately.



	LEGISLATIVE COUNSEL'S DIGEST


   SB 1278, as amended, Wyland. Instructional materials: adoption.
   Existing law requires the State Board of Education to adopt basic
instructional materials for use in kindergarten and grades 1 to 8,
inclusive, for governing boards. Existing law sets forth a schedule
for the submission of instructional materials to the  state 
board for adoption. Notwithstanding this schedule, existing law
prohibits the state board from adopting instructional materials or
following the procedures related to that adoption until the 2013-14
school year.
   This bill would require the state board to adopt a revised
curriculum framework and evaluation criteria for instructional
materials in history-social science in 2011  and to adopt
instructional materials in that subject 30 months after the board
adopts the framework  .
   This bill would declare that it is to take effect immediately as
an urgency statute.
   Vote: 2/3. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 60200.8 is added to the Education Code, to
read:
   60200.8.  Notwithstanding any other law, the state board shall
adopt a revised curriculum framework and evaluation criteria for
instructional materials in history-social science in  2011
and shall adopt instructional materials for history-social science 30
months after the board adopts the curriculum framework for
history-social science.   2011.  
  SECTION 1.    Section 60200.1 of the Education
Code is repealed.  
  SEC. 2.    Section 60200.1 is added to the
Education Code, to read:
   60200.1.  (a) Instructional materials for the following subjects
shall be submitted for adoption by the state board as follows:
   (1) Mathematics in 2012.
   (2) English language arts in 2013.
   (3) History-social science in 2014.
   (4) Health in 2015.
   (5) Science in 2016.
   (6) World languages in 2017.
   (7) Visual and performing arts in 2018.
   (b) Notwithstanding any other law, the state board shall adopt a
revised curriculum framework and evaluation criteria for
instructional materials in history-social science in 2011. 

  SEC. 3.    Section 60200.7 of the Education Code
is repealed. 
   SEC. 4.   SEC. 2.   This act is an
urgency statute necessary for the immediate preservation of the
public peace, health, or safety within the meaning of Article IV of
the Constitution and shall go into immediate effect. The facts
constituting the necessity are:
   In order to ensure that the instructional materials adoption
process is revived as quickly as possible so that pupils and
educators benefit from the revised curriculum frameworks and
instructional materials, it is necessary that this act take effect
immediately.
