Existing law establishes the California State University, under the administration of the Trustees of the California State University, as one of the segments of public postsecondary education in this state. The California State University comprises 23 institutions of higher education throughout the state, one of which is the California State University, Dominguez Hills.

Upon appropriation by the Legislature, this bill would require the university to establish the Dymally Fellows Project, to be operated out of the Mervyn M. Dymally African American Political and Economic Institute at the California State University, Dominguez Hills, to provide academic and leadership skills to high school pupils and community college students residing in specified geographic areas located near the campus. The bill would appropriate $300,000 to the university to develop and implement the project.
This bill would make legislative findings and declarations as to the necessity of a special statute for certain communities in South Los Angeles County surrounding the California State University, Dominguez Hills.

The people of the State of California do enact as follows:


SECTION 1.

 Section 66611 is added to the Education Code, to read:

66611.
 (a) For purposes of this section, the following definitions apply:
(1) “University” means the California State University.
(2) “Project” means the Dymally Fellows Project established pursuant to this section.
(b) The California State University shall establish the Dymally Fellows Project, to be operated out of the Mervyn M. Dymally African American Political and Economic Institute at the California State University, Dominguez Hills, to provide academic and leadership skills to high school pupils and community college students residing in the region of South Los Angeles, the Cities of Bell, Carson, Compton, Gardena, Hawthorne, Inglewood, Lynwood, and South Gate, and the neighborhoods of North Long Beach, Willowbrook, and Watts.
(c) The project shall expand the academic and leadership skills of its participants to encourage their enrollment at the university, and shall provide leadership curriculum to expand their worldview through statewide, national, and international opportunities to study and travel.

(d)The sum of three hundred thousand dollars ($300,000) is hereby appropriated to the university from the General Fund to develop and implement the project.

(d) The requirements of this section are contingent upon an appropriation by the Legislature in the Budget Act or another statute for these purposes.

SEC. 2.

 The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique circumstances of certain communities in South Los Angeles County surrounding the California State University, Dominguez Hills.
