An act relating to electricity.

LEGISLATIVE COUNSEL'S DIGEST

SB 774, as introduced, Stern. Electricity: local clean energy generation and storage systems.

The Warren-Alquist State Energy Resources Conservation and Development Act establishes the State Energy Resources Conservation and Development Commission with various responsibilities with respect to developing and implementing the state’s energy policies.

This bill would state the intent of the Legislature to enact later legislation to require the commission to develop and implement a program to deploy local clean energy generation and storage systems throughout California, as specified.

The people of the State of California do enact as follows:

SECTION 1.

(a) It is the intent of the Legislature to enact later legislation to require the State Energy Resources Conservation and Development Commission to develop and implement a program to deploy local clean energy generation and storage systems throughout California.

(b) It is the intent of the Legislature that the program do all of the following:

(1) Prioritize the deployment of local clean energy generation and storage systems to critical infrastructure facilities to those areas that are most at risk from wildfires.

(2) Eliminate or reduce any dangers or disruptions caused by the necessary deenergizing of electrical lines.

(3) Enable the deployment of local clean energy generation and storage systems both behind and in front of the meter.

(4) Provide low-interest state-backed loans or other financial assistance to individuals, and to voluntarily formed communities of commercial, industrial, and residential customers that face similar threats from wildfires, to enable them to install and operate local clean energy generation and storage systems. It is the intent of the Legislature that these communities may range in size from a single customer to an entire city, provided that each community’s members share common geography and other elements linking those members relative to the threats they face from wildfires.

(5) Require the Public Utilities Commission for purposes of the territories of electrical corporations, and the governing board of each local publicly owned electric utility for purposes of its territory, to identify critical infrastructure facilities that lack local clean energy generation and storage systems, and require the owners of each critical infrastructure facility identified to deploy a local clean energy generation and storage system to that facility within one year of the facility’s identification.

(c) It is the intent of the Legislature that the program may be funded through a variety of funding mechanisms, including, but not limited to, revenues from the Greenhouse Gas Reduction Fund, nonbypassable charges, voluntary charges, and state and federal grants.
