Summary

To require the Labor Commissioner, in consultation with other contracting agencies, to submit a report to the labor committee analyzing the legal or economic reasons resident bidders often lose bids to nonresident bidders, and to submit recommendations for administrative or legislative action, within the confines of the commerce clause of the United States Constitution, to provide a preference in the award of contracts to resident bidders.
