AN ACT CONCERNING EDUCATIONAL FINANCIAL ASSISTANCE FOR CHILDREN ADOPTED THROUGH THE DEPARTMENT OF CHILDREN AND FAMILIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) (a) Not later than October 1, 2011, the Commissioner of Children and Families shall convene a working group comprised of the Commissioner of Children and Families, or the commissioner's designee, a member of the Board of Governors of Higher Education, or a designee of any such board member, the Child Advocate, or the Child Advocate's designee, and representatives of adoptive families and relative caregivers participating in the subsidized guardianship program established pursuant to section 17a-126 of the general statutes. The working group shall study options for (1) expanding postsecondary educational financial assistance to all children adopted through, or placed with relative caregivers by, the Department of Children and Families, and (2) reallocating existing funds for postsecondary educational financial assistance to cover more children.
(b) Not later than January 1, 2012, the working group shall report its findings, in accordance with section 11-4a of the general statutes, to the select committee of the General Assembly having cognizance of matters relating to children and the joint standing committees of the General Assembly having cognizance of matters relating to higher education and appropriations and the budgets of state agencies.
This act shall take effect as follows and shall amend the following sections: | ||
