AN ACT CONCERNING THE SHACKLING OF CHILDREN DURING JUVENILE COURT PROCEEDINGS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 815j of the general statutes be amended to create a presumption that no child shall be shackled during a Juvenile Court proceeding unless the court makes a specific finding on the record that the shackling of a child is required to ensure the safety of the public.

Statement of Purpose:

To limit the shackling of children during Juvenile Court proceedings.
