Section 1 clarifies the title of the Mayor and updates the maximum compensation permitted for the mayor and council members. Section 2 updates the qualifications to run for Town Council and specifies that the Town Council shall determine any questions regarding the qualifications of members. Section 3 updates the municipal election procedures to conform to the Delaware Municipal Elections Laws. This section addresses the notice of solicitation of candidates, qualifications of candidates, and the filing of certificates of intention and statements of organization. Section 4 updates the municipal election procedures to conform to the Delaware Municipal Elections Laws. Among other things, this section outlines the requirements for the notice of elections, voting machines, absentee voting, and board of elections. Section 5 clarifies when newly elected Council members are sworn in and by whom they may be sworn in. Section 6 clarifies the title of the Mayor and removes references to the Alderman. Section 7 clarifies the title of the Mayor. Section 8 removes the authority to have an Alderman. Section 9 removes the authority to have a Board of Health. Section 10 removes references to the Alderman. Section 11 removes references to the Alderman, grants Council discretion in determining the audit due date, and eliminates the requirement to publish the audit report in the newspaper. Section 12 provides that this bill shall become effective immediately upon the date of its enactment
