Summary

Revises Gardiner Scholarship Program; creates reading scholarship accounts; authorizes certain district school boards to award credit based on student mastery of certain standards & use an alternative interpretation of letter grades; renames Competency-Based Education Pilot Program as Mastery-Based Education Pilot Program; authorizes all school districts to apply to participate & participating school districts to amend applications to include certain alternatives for award credits & interpretation of letter grades; requires statewide articulation agreement to include certain provisions for specified students; provides contingent appropriations.
