Requiring ethics training for community redevelopment agency commissioners; providing a phase-out period for existing community redevelopment agencies unless their continued existence is approved by a super majority vote of the governing bodies of the counties or municipalities which created them; requiring the Department of Economic Opportunity to declare inactive community redevelopment agencies that have reported no financial activity for a specified number of years, etc.
