A bill to be entitled
2An act relating to driver license records; amending s.
3322.142, F.S.; providing for license identification
4information maintained by the Department of Highway Safety
5and Motor Vehicles to be used for verification of identity
6in determination of eligibility for public assistance and
7for certain fraud investigations; providing an effective
8date.

10Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Subsection (4) of section 322.142, Florida
13Statutes, is amended to read:
14 322.142 Color photographic or digital imaged licenses.-
15 (4) The department may maintain a film negative or print
16file. The department shall maintain a record of the digital
17image and signature of the licensees, together with other data
18required by the department for identification and retrieval.
19Reproductions from the file or digital record are exempt from
20the provisions of s. 119.07(1) and shall be made and issued only
21for departmental administrative purposes; for the issuance of
22duplicate licenses; in response to law enforcement agency
23requests; to the Department of State pursuant to an interagency
24agreement to facilitate determinations of eligibility of voter
25registration applicants and registered voters in accordance with
26ss. 98.045 and 98.075; to the Department of Revenue pursuant to
27an interagency agreement for use in establishing paternity and
28establishing, modifying, or enforcing support obligations in
29Title IV-D cases; to the Department of Children and Family
30Services pursuant to an interagency agreement to conduct
31protective investigations under part III of chapter 39; for use
32as verification of identity to expedite the determination of
33eligibility for public assistance and for use in public
34assistance fraud investigations; or to the Department of
35Financial Services pursuant to an interagency agreement to
36facilitate the location of owners of unclaimed property, the
37validation of unclaimed property claims, and the identification
38of fraudulent or false claims.
39 Section 2. This act shall take effect July 1, 2010.
