    1                        A bill to be entitled                      
    2         An act relating to guidance services on academic and
    3         career planning; amending s. 1003.02, F.S.; requiring
    4         district school boards to inform students and parents
    5         of certain acceleration, academic, and career planning
    6         options; requiring certain information to be included
    7         in such notification; amending s. 1003.4156, F.S.;
    8         requiring a personalized academic and career plan to
    9         be developed in consultation with a certified school
   10         counselor for certain students; requiring certain
   11         information to be included in such plan; providing an
   12         effective date.
   13          
   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. Paragraph (i) of subsection (1) of section
   17  1003.02, Florida Statutes, is amended to read:
   18         1003.02 District school board operation and control of
   19  public K-12 education within the school district.—As provided in
   20  part II of chapter 1001, district school boards are
   21  constitutionally and statutorily charged with the operation and
   22  control of public K-12 education within their school districts.
   23  The district school boards must establish, organize, and operate
   24  their public K-12 schools and educational programs, employees,
   25  and facilities. Their responsibilities include staff
   26  development, public K-12 school student education including
   27  education for exceptional students and students in juvenile
   28  justice programs, special programs, adult education programs,
   29  and career education programs. Additionally, district school
   30  boards must:
   31         (1) Provide for the proper accounting for all students of
   32  school age, for the attendance and control of students at
   33  school, and for proper attention to health, safety, and other
   34  matters relating to the welfare of students in the following
   35  areas:
   36         (i) Parental Notification of acceleration, academic, and
   37  career planning options.—At the beginning of each school year,
   38  notify parents of students in or entering high school and the
   39  students’ parents, in a language that is understandable to
   40  students and parents, of the opportunity and benefits of
   41  advanced placement, International Baccalaureate, Advanced
   42  International Certificate of Education, dual enrollment, career
   43  and professional academies, career-themed courses, the career
   44  and technical education pathway to earn a standard high school
   45  diploma under s. 1003.4282(10), work-based learning
   46  opportunities, including internships and apprenticeship and
   47  preapprenticeship programs, foundational and soft-skill
   48  credentialing programs under s. 445.06, and Florida Virtual
   49  School courses; and options for early graduation under s.
   50  1003.4281; and the contact information of a certified school
   51  counselor who can advise students on these options.
   52         Section 2. Paragraph (e) of subsection (1) of section
   53  1003.4156, Florida Statutes, is amended to read:
   54         1003.4156 General requirements for middle grades
   55  promotion.—
   56         (1) In order for a student to be promoted to high school
   57  from a school that includes middle grades 6, 7, and 8, the
   58  student must successfully complete the following courses:
   59         (e) One course in career and education planning to be
   60  completed in grades 6, 7, or 8, which may be taught by any
   61  member of the instructional staff. The course must be Internet
   62  based, customizable to each student, and include research-based
   63  assessments to assist students in determining educational and
   64  career options and goals. In addition, the course must result in
   65  a completed personalized academic and career plan for the
   66  student that may be revised as the student progresses through
   67  middle school and high school; must emphasize the importance of
   68  entrepreneurship and employability skills; and must include
   69  information from the Department of Economic Opportunity’s
   70  economic security report under s. 445.07 and other state career
   71  planning resources. The required personalized academic and
   72  career plan, developed in consultation with a certified school
   73  counselor, must inform students of high school graduation
   74  requirements, including a detailed explanation of the
   75  requirements for earning a high school diploma designation under
   76  s. 1003.4285 and the career and technical education pathway to
   77  earn a standard high school diploma under s. 1003.4282(10); the
   78  requirements for each scholarship in the Florida Bright Futures
   79  Scholarship Program; state university and Florida College System
   80  institution admission requirements; available opportunities to
   81  earn college credit in high school, including Advanced Placement
   82  courses; the International Baccalaureate Program; the Advanced
   83  International Certificate of Education Program; dual enrollment,
   84  including career dual enrollment; work-based learning
   85  opportunities, including internships and preapprenticeship and
   86  apprenticeship programs; and career education courses, including
   87  career-themed courses, preapprenticeship and apprenticeship
   88  programs, and course sequences that lead to industry
   89  certification pursuant to s. 1003.492 or s. 1008.44. The course
   90  may be implemented as a stand-alone course or integrated into
   91  another course or courses.
   92         Section 3. This act shall take effect July 1, 2023.
