Florida Senate - 2020 SB 662 By Senator Wright 14-00799A-20 2020662__ 1 A bill to be entitled 2 An act relating to the school grading system; amending 3 s. 1008.34, F.S.; revising the calculation of school 4 grades to include certain students who completed a 5 specified number of years of coursework as 6 participants in the United States Armed Forces Junior 7 Reserve Officers’ Training Corps program and earned a 8 specified score on the Armed Services Vocational 9 Aptitude Battery; providing an effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. Paragraph (b) of subsection (3) of section 14 1008.34, Florida Statutes, is amended to read: 15 1008.34 School grading system; school report cards; 16 district grade.— 17 (3) DESIGNATION OF SCHOOL GRADES.— 18 (b)1. Beginning with the 2020-20212014-2015school year, a 19 school’s grade shall be based on the following components, each 20 worth 100 points: 21 a. The percentage of eligible students passing statewide, 22 standardized assessments in English Language Arts under s. 23 1008.22(3). 24 b. The percentage of eligible students passing statewide, 25 standardized assessments in mathematics under s. 1008.22(3). 26 c. The percentage of eligible students passing statewide, 27 standardized assessments in science under s. 1008.22(3). 28 d. The percentage of eligible students passing statewide, 29 standardized assessments in social studies under s. 1008.22(3). 30 e. The percentage of eligible students who make Learning 31 Gains in English Language Arts as measured by statewide, 32 standardized assessments administered under s. 1008.22(3). 33 f. The percentage of eligible students who make Learning 34 Gains in mathematics as measured by statewide, standardized 35 assessments administered under s. 1008.22(3). 36 g. The percentage of eligible students in the lowest 25 37 percent in English Language Arts, as identified by prior year 38 performance on statewide, standardized assessments, who make 39 Learning Gains as measured by statewide, standardized English 40 Language Arts assessments administered under s. 1008.22(3). 41 h. The percentage of eligible students in the lowest 25 42 percent in mathematics, as identified by prior year performance 43 on statewide, standardized assessments, who make Learning Gains 44 as measured by statewide, standardized Mathematics assessments 45 administered under s. 1008.22(3). 46 i. For schools comprised of middle grades 6 through 8 or 47 grades 7 and 8, the percentage of eligible students passing high 48 school level statewide, standardized end-of-course assessments 49 or attaining national industry certifications identified in the 50 CAPE Industry Certification Funding List pursuant to rules 51 adopted by the State Board of Education. 52 53 In calculating Learning Gains for the components listed in sub 54 subparagraphs e.-h., the State Board of Education shall require 55 that learning growth toward achievement levels 3, 4, and 5 is 56 demonstrated by students who scored below each of those levels 57 in the prior year. In calculating the components in sub 58 subparagraphs a.-d., the state board shall include the 59 performance of English language learners only if they have been 60 enrolled in a school in the United States for more than 2 years. 61 2. For a school comprised of grades 9, 10, 11, and 12, or 62 grades 10, 11, and 12, the school’s grade shall also be based on 63 the following components, each worth 100 points: 64 a. The 4-year high school graduation rate of the school as 65 defined by state board rule. 66 b. The percentage of students who were eligible to earn 67 college and career credit through College Board Advanced 68 Placement examinations, International Baccalaureate 69 examinations, dual enrollment courses, or Advanced International 70 Certificate of Education examinations; who completed 2 years of 71 coursework as a participant in the United States Armed Forces 72 Junior Reserve Officers’ Training Corps program and earned a 73 score of 31 or higher on the Armed Services Vocational Aptitude 74 Battery; or who, at any time during high school, earned national 75 industry certification identified in the CAPE Industry 76 Certification Funding List, pursuant to rules adopted by the 77 state board. 78 Section 2. This act shall take effect July 1, 2020.
