HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Office of Enterprise Technology Services to develop a recommended definition for blockchain technology and recommendations for opportunities for individuals, private entities, and state agencies to use blockchain technology.

 

 

 


     WHEREAS, industries and governments are constantly adopting new and innovative technology that will revolutionize products and services; and

 

WHEREAS, one example of this new technology is blockchain technology, a decentralized, distributed ledger that records the origin of a digital asset; and

 

WHEREAS, blockchain technology can protect data; streamline processes; and reduce fraud, waste, and abuse while simultaneously increasing trust and accountability; and

 

     WHEREAS, the distributed ledger format that blockchain technology employs can be leveraged to support an array of government and public-sector applications, including land registration, identity management, supply-chain traceability, health care, corporate registration, taxation, voting, digital currency and payments, and legal-entities management; and

 

     WHEREAS, the adoption of blockchain technology requires an informed and thorough approach so that its implementation in the State does not impede innovation and growth; and

 

     WHEREAS, it is important for the State to recognize blockchain technology's potential to increase transparency within and trust in government, including:

 

     (1)  The secure storage of government, business, and individual data;

 

     (2)  A reduction in labor-intensive processes;

 

     (3)  A decrease in excessive costs associated with managing accountability;

 

     (4)  A reduction in the potential for corruption and abuse; and

 

     (5)  An increase in trust in government and its online systems; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the Senate concurring, that the Office of Enterprise Technology Services is requested to develop a recommended definition for blockchain technology and recommendations for opportunities for individuals, private entities, and state agencies to use blockchain technology; and

 

     BE IT FURTHER RESOLVED that the Office of Enterprise Technology Services is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than thirty days before the convening of the Regular Session of 2023; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chief Information Officer.
