HOUSE RESOLUTION
Urging the departments of transportation, Health, Business, Economic Development, and Tourism, and the counties to explore practical uses of municipal solid waste ash.
WHEREAS, the H-POWER Plant in Campbell Industrial Park processes over six hundred thousand tons of waste annually by removing metals and incinerating combustible materials; and
WHEREAS, while the incineration of waste reduces the volume by ninety per cent, the ash residue, known as municipal solid waste ash, must still be deposited in a landfill; and
WHEREAS, contractors in Denmark, Germany, and the Netherlands have used municipal solid waste ash for road construction as a base or fill material; and
WHEREAS, the use of various forms of municipal solid waste ash for constructing roads has been studied in Texas, California, and Massachusetts; and
WHEREAS, municipal solid waste ash can also be used as an aggregate in concrete; and
WHEREAS, instead of placing municipal solid waste ash in landfills, practical uses for municipal solid waste ash should receive due consideration; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the Departments of Transportation, Health, and Business, Economic Development, and Tourism, and the counties are urged to explore practical uses of municipal solid waste ash; and
BE IT FURTHER RESOLVED that the Department of Transportation, in consultation with the Departments of Health, and Business, Economic Development, and Tourism, and the respective counties, is requested to submit a report of its findings and recommendations on the practical use of municipal solid waste ash to the Legislature no later than twenty days prior to the convening of the 2016 Regular Session; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, the Director of Health, the Director of Business, Economic Development, and Tourism, the Director of the Honolulu Department of Design and Construction, the Director of the Maui Department of Public Works, the Director of the Hawaii County Department of Public Works, and the Director of the Kauai County Department of Public Works.
