HOUSE RESOLUTION

 

 

Urging the department of transportation to examine the cost savings of limiting the hours when roadway lighting is turned on or removing roadway lights completely.

 

 

 


     WHEREAS, the objective of installing lighting along state roadways is to suitably and safely illuminate these streets for night-time driving and driving in inclement weather; and

 

     WHEREAS, while street lighting serves an important and useful purpose, excessive or unnecessary street lighting results in wasted energy consumption and added costs; and

 

     WHEREAS, in recognition of this situation, proposals have been made to change lighting fixtures on Hawaii's roadways to conserve energy and other resources while maintaining appropriate outdoor lighting suitable for safety, security, and utility; and

 

     WHEREAS, it is estimated that on the island of Oahu alone, at least $7 million per year is spent in electricity costs to illuminate roadways, and it would be prudent to implement strategies to ensure cost-effectiveness; and

 

     WHEREAS, during these difficult times of economic shortfall and sustainability concerns, finding ways to reduce energy consumption and the operational costs of government is important, and one solution may be to limit the hours when the State's roadway lights are turned on or to reduce the number of lights, where such measures can be performed without sacrificing public safety and security and within the parameters of the law; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Transportation is urged to examine strategies for improving energy conservation and efficiency and the cost-effectiveness of street lighting of state roadways; and

     BE IT FURTHER RESOLVED that the Department of Transportation's examination include a review of the feasibility of limiting the hours when roadway lighting is turned on and a study of where and the extent to which fewer lights can be used on state roadways without sacrificing public safety or security and within the parameters of the law; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation submit a report of its findings and recommendations, including any legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and Director of Transportation.
