A BILL FOR AN ACT

 

 

relating to public safety.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that first responders, National Guard members, and military personnel play key roles in man-made or natural disasters.  Trained and educated community civilians are also imperative to any civil defense plan.  These trained community civilians work with city, state, and federal civil defense staff who are well trained and prepared for all man-made and natural disasters that can occur in the State.  With proper training and knowledge, provided by county civil defense and emergency agencies, community civilians can assist in preparing communities for emergency situations and provide first response support.

     Accordingly, the purpose of this Act is to authorize and appropriate funds for the state department of defense civil defense division to provide administrative oversight of twenty-five civilian community teams and to hire a coordinator to establish and ensure the teams are properly trained to assist city, state, and federal personnel during man-made or natural disasters.

     SECTION 2.  Chapter 128, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§128‑    Civilian community teams.  (a)  The director of civil defense shall assemble one civilian community team of ten unpaid volunteer residents over the age of eighteen per state senatorial district, adjusted pursuant to the most recently adopted final reapportionment plan.

     (b)  Each civilian community team shall meet at least twice per quarter and receive at least $5,000 per fiscal year for community workshops, informational brochures, signage, and other emergency-related supplies that assist in community readiness, subject to the approval of the director of civil defense.

     (c)  The director of civil defense shall hire a coordinator to help establish and provide administrative oversight of and training to the civilian community teams."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2014-2015 for the director of civil defense to establish twenty-five civilian community teams and one coordinator position pursuant to this Act.

     The sum appropriated shall be expended by the department of defense for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2014.
