A BILL FOR AN ACT

 

 

RELATING TO PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that first responders, National Guard members, and military personnel play key roles in responses to manmade or natural disasters.  Trained and educated community civilians are also imperative to any civil defense plan.  These trained community civilians work with city, state, and federal civil defense staff who are well trained and prepared for all manmade and natural disasters that can occur in the State.  With proper training and knowledge provided by county civil defense and emergency agencies, civilians can assist communities in preparing for emergency situations and provide first response support.

     Accordingly, the purpose of this Act is to authorize and appropriate funds for the department of defense civil defense division to provide administrative oversight of twenty-five civilian community teams and to hire a coordinator to establish the teams and ensure that they are properly trained to assist city, state, and federal personnel during manmade or natural disasters.

     SECTION 2.  Chapter 128, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§128‑    Civilian community teams.  (a)  For the purpose of providing for community assistance in disaster relief as defined in section 127-1, the director of civil defense shall assemble twenty-five civilian community teams of ten unpaid volunteer residents over the age of eighteen.

     (b)  Each civilian community team shall meet at least twice each quarter and receive at least $5,000 per fiscal year for community workshops, informational brochures, signage, and other emergency-related supplies that assist in community readiness for disasters, subject to the approval of the director of civil defense.

     (c)  The director of civil defense shall hire a coordinator to help establish, train, and provide administrative oversight of the civilian community teams.

     (d)  The state civil defense division shall work collaboratively with county civil defense agencies to:

     (1)  Avoid possible redundancy in the responsibilities of the civilian community teams;

     (2)  Ensure funding for the civilian community teams does not overlap with duplicative state and county civil defense programs; provided that the funding may be expended to augment existing civil defense programs if the purposes of the funding are mutually agreed upon by the coordinator, the state civil defense division, and the county civil defense agencies; and

     (3)  Establish boundaries served by the civilian community teams that are mutually agreed upon by community and county partners."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2014-2015 for the director of civil defense to establish twenty-five civilian community teams and one coordinator position pursuant to this Act.

     The sum appropriated shall be expended by the department of defense for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2050.
