A BILL FOR AN ACT

 

 

RELATING TO RENEWABLE ENERGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 269, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§269-    Community-based renewable energy tariffs.  (a)  The public utilities commission may establish, upon application by an electric utility or upon the commission's own motion, a community-based renewable energy tariff or tariffs to be applied to services provided to customers by an electric utility for the purpose of encouraging the widespread adoption of cost-competitive renewable energy technology in the State.

     (b)  For purposes of this section, "community-based renewable energy tariff" means a tariff approved by the public utilities commission by which electric utility customers may purchase an interest conveying legal ownership in a portion or portions of an eligible renewable energy facility that is selling energy to the utility without respect to the physical siting or interconnection, as defined under section 269-141, of the renewable energy system and allows an electric utility to implement a billing arrangement to pay those customers for energy purchased by the utility."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect on July 1, 2050.

Description:

Allows the public utilities commission to establish community-based renewable energy tariffs by which electric utility customers may own portions of a renewable energy facility that sells energy to the utility, regardless of the physical siting or interconnection of the renewable energy system.  Effective 7/1/50.  (SD1)
