SENATE CONCURRENT
RESOLUTION
URGING THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT TO ESTABLISH A NEW CIVIL SERVICE CLASS FOR PROJECT MANAGERS UNDER COLLECTIVE BARGAINING UNIT 13.
WHEREAS, civil service positions are grouped into classes based on the kind and level of work assigned to the position and the knowledge, skills, abilities, education, training, and experience required to perform the duties thereof; and
WHEREAS, state departments that need to post recruiting information for project managers are currently using a class in the generic General Professional series; and
WHEREAS, during 2020, the Department of Human Resources Development worked with the Department of Accounting and General Services, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Transportation to develop an agreed-upon description of a project manager position with the salary range following that of members of collective bargaining unit 13; and
WHEREAS, no official action has been taken to create a civil service class for project managers; and
WHEREAS, since the salary ranges for engineers and architects are normally two ranges higher than the salary range normally attributed to members of bargaining unit 13, setting a project manager's salary range in accordance with bargaining unit 13 will result in a distorted situation in which project managers are paid less than the engineers and architects they manage; and
WHEREAS, the General Professional series that is currently being used by the departments to hire project managers is a generic series for positions with the professional work characteristics of bargaining unit 13; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Department of Human Resources Development is urged to establish a new civil service class for project managers currently under bargaining unit 13; and
BE IT FURTHER RESOLVED that the new civil service class is urged to use the general project manager position description agreed upon by the Department of Human Resources Development, Department of Accounting and General Services, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Transportation; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Human Resources Development, Comptroller, Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Land and Natural Resources, and Director of Transportation.
