STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

requesting the Department of land and natural resources to convene a task force to develop a stream maintenance and flood hazard mitigation plan.

 

 

 


     WHEREAS, flooding is a major problem for various parts of the State, not only causing physical damage to structures, but also creating dangerous travel conditions that lead to road closures and the potential loss of life; and

 

     WHEREAS, the flash flooding of Puuhulu Stream in Waianae Valley in December of 2008 and in January of 2011 caused significant erosion of the banks along the stream and property damage; and

 

     WHEREAS, the lack of drainage has caused recurring flooding of the Lualualei Watershed in Waianae Valley, resulting in unsafe road conditions, flooded streets, homes, vegetable farms, ranches, hog farms, and flooding on the United States Navy facility at Lualualei; and

 

     WHEREAS, the flash flooding along the Honouliuli Stream in Ewa in December of 2008 and January of 2011 resulted in water and debris sweeping through farms, ranches, and neighborhoods; and

 

     WHEREAS, the flash flooding along the Waiahole Stream in windward Oahu in December of 2008 and January of 2011 resulted in the continued erosion of stream banks and damage to private property, including repetitive damage to a plant nursery; and

 

     WHEREAS, the flash flooding along the Kaukonahua Stream, Paukauila Stream, Opaeula Stream, and Helemano Stream in the Waialua Watershed, north shore Oahu, in December 2008 continued damage that has included erosion of stream banks and damage to roads, homes, and businesses, and in 1974, the loss of life; and

 

     WHEREAS, the flash flooding along the Hanalei River, Kauai County, in 2010 resulted in the breach of stream banks, causing a diversion away from the irrigation systems on which taro farms depend; and

 

     WHEREAS, addressing the State's flood concerns requires a coordinated effort among private property owners and state, county, and federal agencies, along with necessary funding; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Land and Natural Resources is requested to convene a task force to develop a stream maintenance and flood hazard mitigation plan; and

 

     BE IT FURTHER RESOLVED that the task force include:

 

     (1)  The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee;

 

     (2)  The Director of Civil Defense, or the Director's designee;

 

     (3)  The Director of Transportation, or the Director's designee;

 

     (4)  The Chairperson of the Board of Agriculture, or the Chairperson's designee;

 

     (5)  A representative from the United States Army Corps of Engineers;

 

     (6)  A representative from the United States Army Pacific;

 

     (7)  A representative from the United States Department of Agriculture;

 

     (8)  The Director of Emergency Management, City and County of Honolulu, or the Director's designee;

 

     (9)  The Director of Facility Maintenance, City and County of Honolulu, or the Director's designee;

 

    (10)  The Director of Transportation Services, City and County of Honolulu, or the Director's designee;

 

    (11)  The Director of Design and Construction, City and County of Honolulu, or the Director's designee;

 

    (12)  The Director of Planning and Permitting, City and County of Honolulu, or the Director's designee;

 

    (13)  The Director of Environmental Services, City and County of Honolulu, or the Director's designee; and

 

    (14)  The Chairperson of the Board of Water Supply, City and County of Honolulu, or the Chairperson's designee; and

 

     BE IT FURTHER RESOLVED that the task force is requested to develop environmental, engineering, and functional solutions to address short-term and long-term flooding issues in a coordinated effort on an ongoing basis; and

 

     BE IT FURTHER RESOLVED that the task force is requested to explore funding options to address the State's flood concerns; and

 

     BE IT FURTHER RESOLVED that the task force is requested to report to the Legislature its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Civil Defense, the Chairperson of the Board of Land and Natural Resources; the Director of Transportation; the Chairperson of the Board of Agriculture; the Commander of the United States Army Corps of Engineers, Pacific Ocean Division; the Commander of the United States Army Pacific; the Secretary of the United States Department of Agriculture; the Mayor of the City and County of Honolulu; the Director of Emergency Management, City and County of Honolulu; the Director of Facility Maintenance, City and County of Honolulu; the Director of Transportation Services, City and County of Honolulu; the Director of Design and Construction, City and County of Honolulu; the Director of Planning and Permitting, City and County of Honolulu; the Director of Environmental Services, City and County of Honolulu;


and the Chairperson of the Board of Water Supply, City and County of Honolulu.
