WHEREAS, the Asia-Pacific Economic Cooperation (APEC) was formed in 1989 and is the premier forum for facilitating free trade, economic growth, and investment cooperation in the Asia‑Pacific region; and
WHEREAS, the APEC region represents over forty percent of the world's population and over fifty percent of the world's trade; and
WHEREAS, APEC is a group of twenty-one member economies of the Asia Pacific region, including the large economies of China, the United States, Russia, Canada, and the smaller economies of Peru, Mexico, Chile, Singapore, Malaysia, Brunei, and Indonesia, and operates on the basis of non-binding commitments, open dialogue, and equal respect of all participants; and
WHEREAS, the impact of APEC's annual conference on the host city creates immediate growth in business activity and may establish a positive reputation for the host city as a place to facilitate other global diplomatic conferences; and
WHEREAS, the State of Hawaii is actively seeking to expand its international ties and has an abiding interest in the developing friendship, goodwill, and economic and educational relations between the people of Hawaii and the people of regional economies; and
WHEREAS, in these tough economic difficulties, such an event, which brings twenty-one heads of state, sixty-three ministers of industry and foreign affairs, and more than sixteen thousand foreign diplomats, support staff, and media members from around the world, would be a boost to Hawaii's economy; and
WHEREAS, hosting the APEC summit in Honolulu, Hawaii, would logistically be an ideal location; and
WHEREAS, hosting the annual conference would serve as a signal of the United States' strong commitment to strengthening productive relations between regional economies; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that United States President Joseph R. Biden, Jr., and the Asia-Pacific Economic Cooperation are urged to hold the 2023 Asia-Pacific Economic Cooperation Summit in Honolulu, Hawaii; and
