Bill Title: Amends the State Treasurer Act. Modifies provisions concerning the College Savings Pool. Provides that "qualified expenses" includes qualified higher education expenses, including amounts paid as principal or interest on any qualified education loan of a designated beneficiary or a sibling of the designated beneficiary, as provided under the Internal Revenue Code.
