Bill Title: Amends the Energy Assistance Act. In a provision concerning the Supplemental Low-Income Energy Assistance Fund and the monthly Energy Assistance Charge. Provides that the provision is repealed effective December 31, 2023 (rather than effective December 31, 2013) unless renewed by action of the General Assembly.
