1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-699.14 as follows:
6 (625 ILCS 5/3-699.14)

8 Sec. 3-699.14. Universal special license plates.
9 (a) In addition to any other special license plate, the
10Secretary, upon receipt of all applicable fees and
11applications made in the form prescribed by the Secretary, may
12issue Universal special license plates to residents of
13Illinois on behalf of organizations that have been authorized
14by the General Assembly to issue decals for Universal special
15license plates. Appropriate documentation, as determined by
16the Secretary, shall accompany each application. Authorized
17organizations shall be designated by amendment to this
18Section. When applying for a Universal special license plate
19the applicant shall inform the Secretary of the name of the
20authorized organization from which the applicant will obtain a
21decal to place on the plate. The Secretary shall make a record
22of that organization and that organization shall remain
23affiliated with that plate until the plate is surrendered,

1revoked, or otherwise cancelled. The authorized organization
2may charge a fee to offset the cost of producing and
3distributing the decal, but that fee shall be retained by the
4authorized organization and shall be separate and distinct
5from any registration fees charged by the Secretary. No decal,
6sticker, or other material may be affixed to a Universal
7special license plate other than a decal authorized by the
8General Assembly in this Section or a registration renewal
9sticker. The special plates issued under this Section shall be
10affixed only to passenger vehicles of the first division,
11including motorcycles and autocycles, or motor vehicles of the
12second division weighing not more than 8,000 pounds. Plates
13issued under this Section shall expire according to the
14multi-year procedure under Section 3-414.1 of this Code.
15 (b) The design, color, and format of the Universal special
16license plate shall be wholly within the discretion of the
17Secretary. Universal special license plates are not required
18to designate "Land of Lincoln", as prescribed in subsection
19(b) of Section 3-412 of this Code. The design shall allow for
20the application of a decal to the plate. Organizations
21authorized by the General Assembly to issue decals for
22Universal special license plates shall comply with rules
23adopted by the Secretary governing the requirements for and
24approval of Universal special license plate decals. The
25Secretary may, in his or her discretion, allow Universal
26special license plates to be issued as vanity or personalized

1plates in accordance with Section 3-405.1 of this Code. The
2Secretary of State must make a version of the special
3registration plates authorized under this Section in a form
4appropriate for motorcycles and autocycles.
5 (c) When authorizing a Universal special license plate,
6the General Assembly shall set forth whether an additional fee
7is to be charged for the plate and, if a fee is to be charged,
8the amount of the fee and how the fee is to be distributed.
9When necessary, the authorizing language shall create a
10special fund in the State treasury into which fees may be
11deposited for an authorized Universal special license plate.
12Additional fees may only be charged if the fee is to be paid
13over to a State agency or to a charitable entity that is in
14compliance with the registration and reporting requirements of
15the Charitable Trust Act and the Solicitation for Charity Act.
16Any charitable entity receiving fees for the sale of Universal
17special license plates shall annually provide the Secretary of
18State a letter of compliance issued by the Attorney General
19verifying that the entity is in compliance with the Charitable
20Trust Act and the Solicitation for Charity Act.
21 (d) Upon original issuance and for each registration
22renewal period, in addition to the appropriate registration
23fee, if applicable, the Secretary shall collect any additional
24fees, if required, for issuance of Universal special license
25plates. The fees shall be collected on behalf of the
26organization designated by the applicant when applying for the

1plate. All fees collected shall be transferred to the State
2agency on whose behalf the fees were collected, or paid into
3the special fund designated in the law authorizing the
4organization to issue decals for Universal special license
5plates. All money in the designated fund shall be distributed
6by the Secretary subject to appropriation by the General
7Assembly.
8 (e) The following organizations may issue decals for
9Universal special license plates with the original and renewal
10fees and fee distribution as follows:
11 (1) The Illinois Department of Natural Resources.
12 (A) Original issuance: $25; with $10 to the
13 Roadside Monarch Habitat Fund and $15 to the Secretary
14 of State Special License Plate Fund.
15 (B) Renewal: $25; with $23 to the Roadside Monarch
16 Habitat Fund and $2 to the Secretary of State Special
17 License Plate Fund.
18 (2) Illinois Veterans' Homes.
19 (A) Original issuance: $26, which shall be
20 deposited into the Illinois Veterans' Homes Fund.
21 (B) Renewal: $26, which shall be deposited into
22 the Illinois Veterans' Homes Fund.
23 (3) The Illinois Department of Human Services for
24 volunteerism decals.
25 (A) Original issuance: $25, which shall be
26 deposited into the Secretary of State Special License

21 (f) The following funds are created as special funds in
22the State treasury:
23 (1) The Roadside Monarch Habitat Fund. All money in
24 the Roadside Monarch Habitat Fund shall be paid as grants
25 to the Illinois Department of Natural Resources to fund
26 roadside monarch and other pollinator habitat development,

1 enhancement, and restoration projects in this State.
2 (2) The Prostate Cancer Awareness Fund. All money in
3 the Prostate Cancer Awareness Fund shall be paid as grants
4 to the Prostate Cancer Foundation of Chicago.
5 (3) The Horsemen's Council of Illinois Fund. All money
6 in the Horsemen's Council of Illinois Fund shall be paid
7 as grants to the Horsemen's Council of Illinois.
8 (4) The Post-Traumatic Stress Disorder Awareness Fund.
9 All money in the Post-Traumatic Stress Disorder Awareness
10 Fund shall be paid as grants to K9s for Veterans, NFP for
11 support, education, and awareness of veterans with
12 post-traumatic stress disorder.
13 (5) The Guide Dogs of America Fund. All money in the
14 Guide Dogs of America Fund shall be paid as grants to the
15 International Guiding Eyes, Inc., doing business as Guide
16 Dogs of America.
17 (6) The Mechanics Training Fund. All money in the
18 Mechanics Training Fund shall be paid as grants to the
19 Mechanics Local 701 Training Fund.
20 (7) The Theresa Tracy Trot - Illinois CancerCare
21 Foundation Fund. All money in the Theresa Tracy Trot -
22 Illinois CancerCare Foundation Fund shall be paid to the
23 Illinois CancerCare Foundation for the purpose of
24 furthering pancreatic cancer research.
25 (8) The Developmental Disabilities Awareness Fund. All
26 money in the Developmental Disabilities Awareness Fund

1 shall be paid as grants to the Illinois Department of
2 Human Services to fund legal aid groups to assist with
3 guardianship fees for private citizens willing to become
4 guardians for individuals with developmental disabilities
5 but who are unable to pay the legal fees associated with
6 becoming a guardian.
7 (9) The Pediatric Cancer Awareness Fund. All money in
8 the Pediatric Cancer Awareness Fund shall be paid as
9 grants to the Cancer Center at Illinois for pediatric
10 cancer treatment and research.
11 (10) The Folds of Honor Foundation Fund. All money in
12 the Folds of Honor Foundation Fund shall be paid as grants
13 to the Folds of Honor Foundation to aid in providing
14 educational scholarships to military families.
15 (11) The Experimental Aircraft Association Fund. All
16 money in the Experimental Aircraft Association Fund shall
17 be paid, subject to appropriation by the General Assembly
18 and distribution by the Secretary, as grants to promote
19 recreational aviation.
20 (12) The Child Abuse Council of the Quad Cities Fund.
21 All money in the Child Abuse Council of the Quad Cities
22 Fund shall be paid as grants to benefit the Child Abuse
23 Council of the Quad Cities.
24 (13) The Illinois Health Care Workers Benefit Fund.
25 All money in the Illinois Health Care Workers Benefit Fund
26 shall be paid as grants to the Trinity Health Foundation

1 for the benefit of health care workers, doctors, nurses,
2 and others who work in the health care industry in this
3 State.

9 Fund and $2 to the Secretary of State Special License
10 Plate Fund.
11 (f) The following funds are created as special funds in
12the State treasury:
13 (1) The Roadside Monarch Habitat Fund. All money in
14 the Roadside Monarch Habitat Fund shall be paid as grants
15 to the Illinois Department of Natural Resources to fund
16 roadside monarch and other pollinator habitat development,
17 enhancement, and restoration projects in this State.
18 (2) The Prostate Cancer Awareness Fund. All money in
19 the Prostate Cancer Awareness Fund shall be paid as grants
20 to the Prostate Cancer Foundation of Chicago.
21 (3) The Horsemen's Council of Illinois Fund. All money
22 in the Horsemen's Council of Illinois Fund shall be paid
23 as grants to the Horsemen's Council of Illinois.
24 (4) The Post-Traumatic Stress Disorder Awareness Fund.
25 All money in the Post-Traumatic Stress Disorder Awareness
26 Fund shall be paid as grants to K9s for Veterans, NFP for

1 support, education, and awareness of veterans with
2 post-traumatic stress disorder.
3 (5) The Guide Dogs of America Fund. All money in the
4 Guide Dogs of America Fund shall be paid as grants to the
5 International Guiding Eyes, Inc., doing business as Guide
6 Dogs of America.
7 (6) The Mechanics Training Fund. All money in the
8 Mechanics Training Fund shall be paid as grants to the
9 Mechanics Local 701 Training Fund.
10 (7) The Theresa Tracy Trot - Illinois CancerCare
11 Foundation Fund. All money in the Theresa Tracy Trot -
12 Illinois CancerCare Foundation Fund shall be paid to the
13 Illinois CancerCare Foundation for the purpose of
14 furthering pancreatic cancer research.
15 (8) The Developmental Disabilities Awareness Fund. All
16 money in the Developmental Disabilities Awareness Fund
17 shall be paid as grants to the Illinois Department of
18 Human Services to fund legal aid groups to assist with
19 guardianship fees for private citizens willing to become
20 guardians for individuals with developmental disabilities
21 but who are unable to pay the legal fees associated with
22 becoming a guardian.
23 (9) The Pediatric Cancer Awareness Fund. All money in
24 the Pediatric Cancer Awareness Fund shall be paid as
25 grants to the Cancer Center at Illinois for pediatric
26 cancer treatment and research.

1 (10) The Folds of Honor Foundation Fund. All money in
2 the Folds of Honor Foundation Fund shall be paid as grants
3 to the Folds of Honor Foundation to aid in providing
4 educational scholarships to military families.
5 (11) The Experimental Aircraft Association Fund. All
6 money in the Experimental Aircraft Association Fund shall
7 be paid, subject to appropriation by the General Assembly
8 and distribution by the Secretary, as grants to promote
9 recreational aviation.
10 (12) The Child Abuse Council of the Quad Cities Fund.
11 All money in the Child Abuse Council of the Quad Cities
12 Fund shall be paid as grants to benefit the Child Abuse
13 Council of the Quad Cities.
14 (13) The Illinois Health Care Workers Benefit Fund.
15 All money in the Illinois Health Care Workers Benefit Fund
16 shall be paid as grants to the Trinity Health Foundation
17 for the benefit of health care workers, doctors, nurses,
18 and others who work in the health care industry in this
19 State.
20 (14) The Future Farmers of America Fund. All money in
21 the Future Farmers of America Fund shall be paid as grants
22 to the Illinois Association of Future Farmers of America.
