1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Campus Security Enhancement Act of 2008 is
5 amended by changing Section 20 as follows:
6 (110 ILCS 12/20)
7 Sec. 20. Campus security enhancement.
8 (a) In this Section, "higher education institution" means a
9 public university, a public community college, or an
10 independent, not-for-profit or for-profit higher education
11 institution located in this State.
12 (b) Each higher education institution is required to do the
13 following:
14 (1) develop a National Incident Management
15 System-compliant, all-hazards, emergency response plan in
16 partnership with the institution's county or major
17 municipal emergency management official, report the plan
18 to this official, and have training and exercises for the
19 plan annually at a minimum; and
20 (2) develop an inter-disciplinary and
21 multi-jurisdictional campus violence prevention plan,
22 including coordination of and communication among between
23 all available campus and local mental health and first

1 response resources as well as surrounding governmental
2 agencies and school districts, in partnership with the
3 institution's county or major municipal emergency
4 management official, report the plan to this official, and
5 have training and exercises for the plan annually at a
6 minimum. The campus violence prevention plan shall include
7 the development and implementation of a campus violence
8 prevention committee and campus threat assessment team.
9 (c) County and major municipal emergency managers and
10 Illinois Emergency Management Agency regional coordinators
11 shall assist in the planning and training process for the plans
12 specified in subdivisions (1) and (2) of subsection (b) of this
13 Section with all resources available to them.
14 (d) County and major municipal emergency managers and
15 Illinois Emergency Management Agency regional coordinators
16 shall provide higher education institutions with appropriate
17 standards and guidelines for the plans specified in
18 subdivisions (1) and (2) of subsection (b) of this Section and
19 for the training and exercises for these plans.

21 Section 90. The State Mandates Act is amended by adding
22 Section 8.33 as follows:

24 Sec. 8.33. Exempt mandate. Notwithstanding Sections 6 and 8

1 of this Act, no reimbursement by the State is required for the
2 implementation of any mandate created by this amendatory Act of
3 the 96th General Assembly.
