AMENDMENT TO HOUSE BILL 1292
2 AMENDMENT NO. ______. Amend House Bill 1292 by replacing
3everything after the enacting clause with the following:
4 "Section 5. Return of real property. Upon the payment of
5the sum of $10 to the State of Illinois, and subject to the
6conditions set forth in Sections 10, 15, and 20 of this Act,
7the Director of Natural Resources is authorized to return the
8land referred to as the Wildlife Prairie State Park including
9that real property that was initially conveyed to the State of
10Illinois from the Forest Park Foundation by a corporate special
11warranty deed executed September 5, 2000 and by a warranty deed
12executed on September 4, 2001, by conveying by quitclaim deed
13all right, title, and interest in and to the following
14described land in Peoria County, Illinois (referred to
15hereafter as "Wildlife Prairie State Park") to the Forest Park
16Foundation, a not-for-profit Illinois corporation (referred to
17hereafter as "Forest Park Foundation"):

17this Act, the Department of Natural Resources shall provide the
18Director of the Department of Central Management Services with
19an inventory of all property eligible to be transferred under
20this Section. Within 30 calendar days after the receipt of the
21inventory, the Director of the Department of Central Management
22Services shall determine whether the items in the inventory are
23needed or can be used by a State agency and shall provide his
24or her determination in writing to the Department of Natural
25Resources.

1 Section 15. Agreement. Prior to the return by conveyance of
2any real property to the Forest Park Foundation, the Director
3of Natural Resources shall enter into an agreement with the
4Forest Park Foundation and with the Friends of Wildlife Prairie
5State Park, a not-for-profit Illinois corporation, the
6intended subsequent owner or operator of the property to be
7returned to the Forest Park Foundation, that includes, but is
8not limited to, provisions that serve the following purposes:
9 (1) ensuring that the property returned to the Forest
10 Park Foundation shall in perpetuity be used for
11 educational, conservation, scientific, Illinois historic
12 preservation, and public park purposes, and the promotion
13 of natural resources, including the propagation of wild
14 plants and flowers and domestic and wild animals; and
15 (2) providing, that lodging, resort, recreational
16 facilities, and other commercial purposes, shall be
17 allowable if, and only if, consistent and in furtherance of
18 the public purpose uses described in item 1 of this
19 Section; and
20 (3) requires the Forest Park Foundation to transfer
21 Wildlife Prairie State Park and all personal property
22 transferred pursuant to Section 10 of this Act to Friends
23 of Wildlife Prairie State Park.
24 Section 20. Recording. The Director of Natural Resources

2containing the title, enacting clause, the effective date, and
3Section 5 which contains the land description of the property
