Bill Title: Amends the Illinois Architecture Practice Act of 1989. Provides that on or after January 1, 2014 and until January 1, 2016, a person who has graduated with a pre-professional 4-year baccalaureate degree in architecture and has completed such diversified professional training, including academic training, as is required by rules of the Department, and has begun, but has not yet completed, the examination requirements set forth under Section 12 of this Act prior to January 1, 2014, may apply for licensure with the Department upon completion of the requirements under Section 12 of the Act.

1 | AN ACT concerning regulation.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Architecture Practice Act of 1989 | ||||||
5 | is amended by changing Section 13 as follows:
| ||||||
6 | (225 ILCS 305/13) (from Ch. 111, par. 1313)
| ||||||
7 | (Section scheduled to be repealed on January 1, 2020)
| ||||||
8 | Sec. 13. Qualifications of applicants. Any person who is of | ||||||
9 | good
moral character may apply for licensure if he
or she
is
a | ||||||
10 | graduate with a first professional degree in architecture from | ||||||
11 | a program
accredited by the National Architectural Accrediting | ||||||
12 | Board, has completed the
examination requirements set forth | ||||||
13 | under Section 12 of this Act, and has
completed such | ||||||
14 | diversified professional training, including academic
| ||||||
15 | training, as is required by rules of the Department. Until | ||||||
16 | January 1, 2016 2014 , in lieu of the
requirement of graduation | ||||||
17 | with a first professional degree in architecture
from a program | ||||||
18 | accredited by the National Architectural Accrediting Board,
| ||||||
19 | the Department may admit an applicant who is a graduate with a
| ||||||
20 | pre-professional 4 year baccalaureate degree accepted for | ||||||
21 | direct entry into
a first professional master of architecture | ||||||
22 | degree program, and who has
completed such additional | ||||||
23 | diversified professional training, including
academic |

1 | training, as is required by rules of the Department. The
| ||||||
2 | Department may adopt, as its own rules relating to diversified | ||||||
3 | professional
training, those guidelines published from time to | ||||||
4 | time by the National
Council of Architectural Registration | ||||||
5 | Boards.
| ||||||
6 | Good moral character means such character as will enable a | ||||||
7 | person to
discharge the fiduciary duties of an architect to | ||||||
8 | that person's client and
to the public in a manner which | ||||||
9 | protects health, safety and welfare. Evidence
of inability to | ||||||
10 | discharge such duties may include the commission of an
offense | ||||||
11 | justifying discipline under Section 22. In addition, the
| ||||||
12 | Department may take into consideration whether the applicant | ||||||
13 | has engaged in
conduct or actions that would constitute grounds | ||||||
14 | for discipline under this
Act.

16 | Section 99. Effective date. This Act takes effect upon | ||||||
17 | becoming law.
