AN ACT concerning finance.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Grant Funds Recovery Act is amended
by changing Section 3 as follows:
(30 ILCS 705/3) (from Ch. 127, par. 2303)
Sec. 3. Application. Except as otherwise provided by this
Section, all grant funds are subject to the provisions of this
Act. This Act does not empower any grantor agency to make
grants.
This Act does not apply to grant funds that are granted
without limitation or condition imposed by law, other than the
general limitation that such funds be used for public purposes.
This Act does not apply to funds disbursed pursuant to a
statutory formula for distribution.
This Act does not apply to grants made pursuant to Sections
1.25 and 3.31 of "An Act making appropriations to various
agencies", Public Act 84-110, approved July 25, 1985.
This Act does not apply to funds disbursed pursuant to a
contract between the Department of Transportation and any other
highway authority for the purposes set forth in Section 4-409
of the Illinois Highway Code or any airport owner, operator, or
controller as set forth in Section 34 of the Illinois

Section 99. Effective date. This Act takes effect upon
becoming law.
