| 1 | AMENDMENT TO HOUSE BILL 1682
| ||||||
| 2 | AMENDMENT NO. ______. Amend House Bill 1682 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Section 9.08 as follows:
| ||||||
| 6 | (30 ILCS 105/9.08 new) | ||||||
| 7 | Sec. 9.08. State agency reports; bills held by the agency. | ||||||
| 8 | (a) On October 1, 2013 and by October 1 of each fiscal year | ||||||
| 9 | thereafter, each State agency shall report the aggregate dollar | ||||||
| 10 | amount of any bills held at the State agency on the previous | ||||||
| 11 | June 30 to the Office of the State Comptroller. | ||||||
| 12 | (b) As soon as possible after receiving a report from a | ||||||
| 13 | State agency under subsection (a) of this Section, the State | ||||||
| 14 | Comptroller shall post on his or her public-facing website the | ||||||
| 15 | amount reported by the State agency. | ||||||
| 16 | (c) For purposes of this Section, "State agency" means: all | ||||||
| |||||||
| |||||||
| 1 | executive branch officers, boards, commissions and agencies
| ||||||
| 2 | created by the Constitution; all officers,
departments, | ||||||
| 3 | boards, commissions, agencies, institutions, authorities,
| ||||||
| 4 | universities, bodies politic and corporate of the State; and | ||||||
| 5 | administrative
units or corporate outgrowths of the State | ||||||
| 6 | government which are created by
or pursuant to statute, other | ||||||
| 7 | than units of local government and their
officers, school | ||||||
| 8 | districts and boards of election commissioners; and all
| ||||||
| 9 | administrative units and corporate outgrowths of the above and | ||||||
| 10 | as may be
created by executive order of the Governor. "State | ||||||
| 11 | agency" does not include any officer, department, board, | ||||||
| 12 | commission, agency, unit, or authority of the legislative or | ||||||
| 13 | judicial branch.
| ||||||
| 14 | Section 99. Effective date. This Act takes effect upon | ||||||
| 15 | becoming law.".
