Bill Title: Amends the Illinois Highway Code. Provides that in order to properly plan the utilization of motor fuel tax funds, each municipality of over 5,000 population shall be required to develop and update a 5 year (rather than 20 year) long-range highway transportation plan. Provides that the plan shall, amongst other requirements, include the projected future traffic usage of each highway for a 5 year (rather than 20 year) period and include a listing of the major improvements anticipated within 3 years (rather than 5 years) of the date of each plan.

1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Highway Code is amended by changing | |||||||||||||||||||
5 | Section 7-301 as follows:

7 | Sec. 7-301.
| |||||||||||||||||||
8 | In order to properly plan the utilization of motor fuel tax | |||||||||||||||||||
9 | funds each
municipality of over 5,000 population shall be | |||||||||||||||||||
10 | required to develop and
update a 5 20 year long-range highway | |||||||||||||||||||
11 | transportation plan. The plan shall
contain an estimate of | |||||||||||||||||||
12 | revenues which will become available during that
period and a | |||||||||||||||||||
13 | statement of intention with respect to the construction,
| |||||||||||||||||||
14 | maintenance, and other related work to be done insofar as it is | |||||||||||||||||||
15 | possible to
make such estimates. In addition, the long-range | |||||||||||||||||||
16 | plan shall show the
location of existing municipal streets and | |||||||||||||||||||
17 | the general corridors of future
highways, the projected future | |||||||||||||||||||
18 | traffic usage on each street for a 5 20 year
period, a | |||||||||||||||||||
19 | tabulation showing the design standards and the geometric
| |||||||||||||||||||
20 | features associated with different levels of traffic usage, and | |||||||||||||||||||
21 | a listing
of the major improvements anticipated within 3 5 | |||||||||||||||||||
22 | years of the date of each
plan. A copy of the plan shall be | |||||||||||||||||||
23 | filed with the County Superintendent of
Highways in the county |

1 | or counties in which the municipality is located and
with the | ||||||
2 | Secretary of the Department of Transportation. The initial plan
| ||||||
3 | shall be on file with the designated agencies by July 1, 1971 | ||||||
4 | and shall be
updated on an annual basis thereafter.
