Bill Title: Amends the Illinois Highway Code. Provides that in order to properly plan the utilization of motor fuel tax funds, each municipality of over 5,000 population shall be required to develop and update a 5 year (rather than 20 year) long-range highway transportation plan. Provides that the plan shall, amongst other requirements, include the projected future traffic usage of each highway for a 5 year (rather than 20 year) period and include a listing of the major improvements anticipated within 3 years (rather than 5 years) of the date of each plan.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Highway Code is amended by changing
5Section 7-301 as follows:
6 (605 ILCS 5/7-301) (from Ch. 121, par. 7-301)
7 Sec. 7-301.
8 In order to properly plan the utilization of motor fuel tax
9funds each municipality of over 5,000 population shall be
10required to develop and update a 20 year long-range highway
11transportation plan for a period not to exceed 20 years. The
12plan shall contain an estimate of revenues which will become
13available during that period and a statement of intention with
14respect to the construction, maintenance, and other related
15work to be done insofar as it is possible to make such
16estimates. In addition, the long-range plan shall show the
17location of existing municipal streets and the general
18corridors of future highways, the projected future traffic
19usage on each street for the duration of the plan a 20 year
20period, a tabulation showing the design standards and the
21geometric features associated with different levels of traffic
22usage, and a listing of the major improvements anticipated with
23the within 5 years of the date of each plan. A copy of the plan

1shall be made publicly available filed with the County
2Superintendent of Highways in the county or counties in which
3the municipality is located and with the Secretary of the
4Department of Transportation. The initial plan shall be on file
5with the designated agencies by July 1, 1971 and shall be
6updated and made publicly available on an annual basis
7thereafter.
