Bill Title: Creates the Regional Integrated Behavioral Health Networks Act. Provides that the Department of Human Services shall establish Regional Integrated Behavioral Health Networks for the purpose of ensuring and improving access to appropriate mental health and substance abuse services throughout Illinois by providing a platform for the organization of all relevant health, mental health, substance abuse, and other community entities and a mechanism to use and channel financial and other resources efficiently and effectively. Provides that the goals of the Networks shall include, but not be limited to, enabling persons with mental and substance use illnesses to access clinically appropriate, evidence-based services, regardless of where they reside in the State and particularly in rural areas; and improving access to mental health and substance abuse services throughout Illinois, but especially in rural Illinois communities. Contains provisions concerning the establishment of a Steering Committee and Network Councils; the development of Regional Integrated Behavioral Health Network Plans, and the timeline for such plans; and required reports. Effective immediately.

AMENDMENT TO HOUSE BILL 2982
2 AMENDMENT NO. ______. Amend House Bill 2982 as follows:
3on page 4, by replacing lines 22 through 26 with the following:
4 "(b) There also shall be convened a Regional Network
5Advisory Council in each of the Department of Human Services'
6regions comprised of representatives of community stakeholders
7represented in the Network, as well as relevant trade and
8professional associations, hospitals, and community providers,
9including, but not limited to, the following: one
10representative from an advocacy organization for persons
11suffering from a substance abuse disorder; one representative
12from an advocacy organization for persons with disabilities;
13one representative from an organization that advocates on
14behalf of the community behavioral healthcare industry; one
15representative from an organization that advocates on behalf of
16Illinois hospitals; one representative from an organization
17with expertise in improving the access of persons in medically

1underserved areas to high-quality medical care; one
2representative from an organization that advocates for the
3professional training and development of Illinois sheriffs;
4one representative from an organization with expertise in
5improving healthcare services for critical access hospitals;
6one representative from the Governor's Rural Affairs Council;
7one representative from a professional organization that
8advocates on behalf of physicians trained in the area of
9psychiatry; one representative from an organization dedicated
10to preventing drug and alcohol use among teenagers; one
11representative from an organization dedicated to improving
12access to healthcare in rural areas; one representative from a
13trade association committed to the development and maintenance
14of high quality ambulance and medical transportation services
15in Illinois; one representative from an organization committed
16to improving the State's public healthcare system; one
17representative from an advocacy organization committed to
18improving home care and hospice care; one representative from
19an organization that advocates on behalf of the Illinois
20nursing home profession; one representative from an
21organization the advocates on behalf of farmers in crisis; and
22others designated by the Network Steering Committee or members
23of the Network."; and
24on page 5, by deleting lines 1 through 14.
