Bill Title: Reinserts the contents of the introduced bill with the following changes. In the provisions concerning the State Global Scholar Certification Program, changes a reference from "public high school student" to "public or nonpublic high school student". Provides that beginning with the 2023-2024 academic year, each institution of higher education shall award course credit to a student who has received State Global Scholar Certification (instead of beginning with the 2023-2024 academic year, students earning the Illinois Global Scholar Certificate shall be accepted for no less than 4 hours of credit to satisfy degree requirements by all institutions of higher education). Makes related changes. Effective July 1, 2023.

1 | AN ACT concerning education.
| |||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||||
4 | Section 5. The School Code is amended by changing Section | |||||||||||||||||||||
5 | 2-3.169 as follows:

6 | (105 ILCS 5/2-3.169) | |||||||||||||||||||||
7 | Sec. 2-3.169. State Global Scholar Certification. | |||||||||||||||||||||
8 | (a) The State Global Scholar Certification Program is | |||||||||||||||||||||
9 | established to recognized public and nonpublic high school | |||||||||||||||||||||
10 | graduates who have attained global competence. State Global | |||||||||||||||||||||
11 | Scholar Certification shall be awarded beginning with the | |||||||||||||||||||||
12 | 2017-2018 school year. School district participation in this | |||||||||||||||||||||
13 | certification is voluntary. | |||||||||||||||||||||
14 | (b) The purposes of State Global Scholar Certification are | |||||||||||||||||||||
15 | as follows: | |||||||||||||||||||||
16 | (1) To recognize the value of a global education. | |||||||||||||||||||||
17 | (2) To certify attainment of global competence. | |||||||||||||||||||||
18 | (3) To provide employers with a method of identifying | |||||||||||||||||||||
19 | globally competent employees. | |||||||||||||||||||||
20 | (4) To provide colleges and universities with an | |||||||||||||||||||||
21 | additional method to recognize applicants seeking | |||||||||||||||||||||
22 | admission. | |||||||||||||||||||||
23 | (5) To prepare students with 21st century skills. |

1 | (6) To encourage the development of a globally ready | ||||||
2 | workforce in the STEM (science, technology, engineering, | ||||||
3 | and mathematics), manufacturing, agriculture, and service | ||||||
4 | sectors. | ||||||
5 | (c) State Global Scholar Certification confirms attainment | ||||||
6 | of global competence, sufficient for meaningful use in college | ||||||
7 | and a career, by a graduating public high school student. | ||||||
8 | (d) The State Board of Education shall adopt such rules as | ||||||
9 | may be necessary to establish the criteria that students must | ||||||
10 | achieve to earn State Global Scholar Certification, which | ||||||
11 | shall minimally include attainment of units of credit in | ||||||
12 | globally focused courses, service learning experiences, global | ||||||
13 | collaboration and dialogue, and passage of a capstone project | ||||||
14 | demonstrating global competency, as approved by the | ||||||
15 | participating school district for this purpose. | ||||||
16 | (e) The State Board of Education shall do both of the | ||||||
17 | following: | ||||||
18 | (1) Prepare and deliver to participating school | ||||||
19 | districts an appropriate mechanism for designating State | ||||||
20 | Global Scholar Certification on the diploma and transcript | ||||||
21 | of a student indicating that the student has been awarded | ||||||
22 | State Global Scholar Certification by the State Board of | ||||||
23 | Education. | ||||||
24 | (2) Provide other information the State Board of | ||||||
25 | Education deems necessary for school districts to | ||||||
26 | successfully participate in the certification. |

1 | (f) A school district that participates in certification | ||||||
2 | under this Section shall do both of the following: | ||||||
3 | (1) Maintain appropriate records in order to identify | ||||||
4 | students who have earned State Global Scholar | ||||||
5 | Certification. | ||||||
6 | (2) Make the appropriate designation on the diploma | ||||||
7 | and transcript of each student who earns State Global | ||||||
8 | Scholar Certification. | ||||||
9 | (g) No fee may be charged to a student to receive the | ||||||
10 | designation pursuant to the Section. Notwithstanding this | ||||||
11 | prohibition, costs may be incurred by the student in | ||||||
12 | demonstrating proficiency.

14 | Section 10. The College and Career Success for All | ||||||
15 | Students Act is amended by changing Section 30 as follows:

16 | (105 ILCS 302/30) | ||||||
17 | Sec. 30. Postsecondary-level course credit. | ||||||
18 | (a) In this Section: | ||||||
19 | "Institution of higher education" means a public | ||||||
20 | university or public community college located in this State. | ||||||
21 | "International Baccalaureate Diploma Programme subject" | ||||||
22 | means an International Baccalaureate course taken by either | ||||||
23 | International Baccalaureate diploma candidates or by | ||||||
24 | International Baccalaureate course candidates. |

1 | "Subject score" means the total points awarded to a | ||||||
2 | candidate for an International Baccalaureate course based on | ||||||
3 | fulfillment of all subject requirements, including the | ||||||
4 | end-of-course examination. | ||||||
5 | (b) Beginning with the 2016-2017 academic year, scores of | ||||||
6 | 3, 4, and 5 on the College Board Advanced Placement | ||||||
7 | examinations and, beginning with the 2017-2018 academic year, | ||||||
8 | subject scores of 4 or higher for International Baccalaureate | ||||||
9 | Diploma Programme subjects shall be accepted for credit to | ||||||
10 | satisfy degree requirements by all institutions of higher | ||||||
11 | education. Each institution of higher education shall | ||||||
12 | determine for each Advanced Placement test and International | ||||||
13 | Baccalaureate Diploma Programme subject whether credit will be | ||||||
14 | granted for electives, general education requirements, or | ||||||
15 | major requirements and the Advanced Placement and | ||||||
16 | International Baccalaureate Diploma Programme subject scores | ||||||
17 | required to grant credit for those purposes. Beginning with | ||||||
18 | the 2023-2024 academic year, students earning the Illinois | ||||||
19 | Global Scholar Certificate shall be accepted for no less than | ||||||
20 | 4 hours of credit to satisfy degree requirements by all | ||||||
21 | institutions of higher education. Each institution of higher | ||||||
22 | education shall determine whether credit will be granted for | ||||||
23 | electives, general education requirements, or major | ||||||
24 | requirements for students who earned the Illinois Global | ||||||
25 | Scholar Certificate. | ||||||
26 | (c) By the conclusion of the 2020-2021 academic year, the |

1 | Board of Higher Education, in cooperation with the Illinois | ||||||
2 | Community College Board, shall analyze the Advanced Placement | ||||||
3 | examination and International Baccalaureate Diploma Programme | ||||||
4 | subject score course granting policy of each institution of | ||||||
5 | higher education and the research used by each institution in | ||||||
6 | determining the level of credit and the number of credits | ||||||
7 | provided for the Advanced Placement and International | ||||||
8 | Baccalaureate Diploma Programme subject scores in accordance | ||||||
9 | with the requirements of this Section and file a report that | ||||||
10 | includes findings and recommendations to the General Assembly | ||||||
11 | and the Governor. Each institution of higher education shall | ||||||
12 | provide the Board of Higher Education and the Illinois | ||||||
13 | Community College Board with all necessary data, in accordance | ||||||
14 | with the federal Family Educational Rights and Privacy Act of | ||||||
15 | 1974, to conduct the analysis. | ||||||
16 | (d) Each institution of higher education shall publish its | ||||||
17 | updated Advanced Placement examination and International | ||||||
18 | Baccalaureate Diploma Programme subject score course granting | ||||||
19 | policy in accordance with the requirements of this Section on | ||||||
20 | its Internet website before the beginning of the 2017-2018 | ||||||
21 | academic year.
