Bill Title: Amends the Animal Welfare Act. Increases certain penalties that the Department of Agriculture shall impose upon a person or entity who violates any provision of the Act or rule adopted under the Act. Provides that an administrative fine of $500 (rather than $200) shall be imposed for the first violation; a fine of $1,000 (rather than $500) shall be imposed for a second violation that occurs within 3 years after the first violation; and that mandatory probationary status and a fine of $2,500 (rather than mandatory probationary status and a fine of $1,000) shall be imposed for a third violation that occurs within 3 years after the first violation. Effective immediately.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Animal Welfare Act is amended by changing
5Section 20.5 as follows:
6 (225 ILCS 605/20.5)
7 Sec. 20.5. Administrative fines. The following
8administrative fines shall be imposed by the Department upon
9any person or entity who violates any provision of this Act or
10any rule adopted by the Department under this Act:
11 (1) For the first violation, a fine of $500 $200.
12 (2) For a second violation that occurs within 3 years
13 after the first violation, a fine of $1,000 $500.
14 (3) For a third violation that occurs within 3 years
15 after the first violation, mandatory probationary status
16 and a fine of $2,500 $1,000.

18 Section 99. Effective date. This Act takes effect upon
